What is CVOR? 

CVOR is a system used by Ontario’s Ministry of Transportation (MTO) to keep track of how safely commercial vehicle operators are running their business. 

Think of it as your company’s driving record. The MTO monitors things like accidents, roadside inspections, and safety violations—and gives you a score based on how you’re doing. If your score gets too high, you could face warnings, audits, or even lose your right to operate. 

Your CVOR certificate comes with a unique number linked to your business, and you’ll need to keep it with your vehicle at all times. 

Do you need a CVOR? 

You’ll need a CVOR certificate if you operate any commercial vehicle plated in Ontario that meets one or more of these conditions: 

• It weighs over 4,500 kg 
• It carries 10 or more people, including the driver 
• It’s a tow truck 

And yes—out-of-province carriers operating in Ontario need one too, if their vehicles meet these criteria.

You’ll need to provide: 

• Your company name and business address 
• Vehicle details (types, usage, number of units) 
• Nature of your business (e.g., freight, passenger transport, construction) 

Don’t rush it—double-check for typos. A small mistake can delay your approval. 

Step 3: Pay the fee 

The application usually costs around $250 to $300, depending on your setup. Payments can be made by cheque or credit card. Keep a record just in case. 

Step 4: Take the CVOR test (If you're new) 

If this is your first time applying, you’ll need to pass a basic knowledge test at a DriveTest Centre. It covers Ontario’s safety laws, driver responsibilities, and inspection rules. 

You’ll receive a study guide after applying—don’t worry, it’s manageable. 

Step 5: Wait for your certificate 

Once approved, you’ll get your CVOR certificate in the mail. Keep a copy in each vehicle, and make sure drivers know where to find it in case of a roadside inspection.
